Article Eligibility of Citizens and the Relevance of its Limitations in Context of Parliamentary Elections Experience

Annotation The article analyzes the peculiarities of passive suffrage application in the parliamentary elections and generally studies the issue of relevance of its legislative restrictions in modern conditions of democratic legitimacy. The author has carried out the analysis of the electoral legislation in Ukraine and also made suggestions for improving the institute of passive suffrage. The position concerning the introduction of restrictions of the candidates’ election for the parliamentary representative mandate is being grounded. Particularly, it is proposed to change the age limit and residency requirements, to input requirements for knowledge of the state language and ethical criteria for candidates. Moreover, the article highlight the issuee concerninmg the improvement of the deputy mandate incompatibility and non-election of some government officials.
