Annotation The origins, evolution and current state of the phenomenon of parliamentarism in Ukraine are analyzed. Given the foreign experience of defining parliament the constitutional definition of the Verkhovna Rada of Ukraine is characterized. The elective office in the exercise of power, which currently has a meaning and form of popular representation is studied. The dependence of general nature of popular representation from the nature of direct and general elections, collective organization, work of the parliament, as well as associated categories of simple, absolute, and qualified majority is emphasized. The attention is paid to the institute of deputy mandate as a member of the parliament. The gaps in constitutional legal regulation in Ukraine regarding the above issues are studied in the article.
