Annotation

The article based on an analysis of existing perspectives examines category of employment. In this regard, the author proposed definition of employment as public relations, which is an expression of the realization by a person’s ability to work. Substantiated that the emergence of legal employment driven by the implementation of the citizens neither the right to work, but the right to employment. It is emphasized that the theoretical and legal recognition of the right to employment does not mean replacement or subordination of the right to work. The right to employment is a subjective right of citizens to social protection against unemployment. It is noted that the essence of the right to employment as a subjective right is the presence of a legal obligation of the state to create jobs for citizens, and to enhance the competitiveness of citizens on the labor market.
